So...I have this assembly. There are total of 7 components (4 flange, 2 shim, 1 plate)contained in a space (8th component) connected with a pivot pin. On the other side of the plate is a locating pin going into a bushing. I want the plate to rotate around the pin but having a tight fit (sliding fit probably) so that it can precisely position the pin and pushing repeatedly. How do I use 1)the shim, 2)set plate width tolerance, and 3)set space tolerance to achieve my goal? Below shows the width of each component and their tolerances. Thank you.

This sounds like a limit fit problem, not a tolerance stack.

Grab your Machinery's Handbook, and read up on the limits and fits. Pick a suitable fit.
