I uploaded a picture of poured concrete steps. I didn't realize the contractor didn't put a score mark at the bottom of the steps in case of cracking. My question is "should there be a score mark at the bottom of the steps?" 4000 PSI concrete

I have a picture of the forms also.

There should have been an isolation joint there; however, it is not critical. You will get a crack there, but it will likely occur at the horiz/vert transition. Scoring would have made it a bit neater, but you would get the same result.

I was thinking about getting a saw and doing it.

You can do that, but likely the crack has already occurred....look very, very closely!
