(OP)
I welded a 16ga. HRPO end plate at three sides to a "U" shape opening. The end  plate is 20" x 20" x 12" with a cutout in the middle 4" x 12".

My problem is the edges of the cutout are warped from the welding.

What is the best way to relieve the stress around the cutout, or how can I get the edges back to a flat state.

RE: Stress relieve 16ga. HRPO Material

Stress relieving fabricated and welded shapes can be accomplished by heating the part in a furnace to 650 degrees C for about an hour and cooling in the furnace.  Try conducting this heat treatment procedure before putting in your cut out.
