Hello,
we plan to build a boiler in Russia and have to certify a workshop.
My problem is now, that I don't know acc. to which rules the boiler has to be build in Russia.
Normally we build our boilers acc. to PED 97/23/EC and EN 12952 with final CE Declaration.
I heard that we can build the boiler acc. to EN 12952 and have to give all documents to a certification company who make a GOST certification - and if we build acc. to EN 12952 than it fullfill also GOST and we won't have problems to get the GOST certification - is this correct?
So normally when I qualify a company I check all WPQR acc. to ISO 15614, welder acc. to EN 287, NDE personell acc. to EN 473 and so on - now I'm not sure if this is correct for the fabrication workshop who should build the boiler in Russia or if there are other requirements.

Perhaps somebody has experience with this?

What you describe is definitely applicable for pressure vessels manufactured in the EC and then exported to Russia. The European standards for pressure vessels fulfill the Russian requirements and with the PED documentation you can apply for a GOST-R certificate. So, one should assume that therefore all this should be also applicable for pressure vessels which are manufactured in Russia. But I'm not sure if this is true. You should check with a Russian certification bureau or - even better - let the fabrication workshop who shall manufacture the vessel do this. The risk with Russian certifications is always the price. It can be 2000 $ or 20000 $.
