According to this paragraph, manual and semiautomatic GTAW and PTAW are prohibited, except as indicated. These processes can only be used when the procedure is qualified for machine or automatic welding. Besides controlling the heat input, is there any other reason(s) that ASME is restricting the use of manual and semiautomatic welding for these processes?

The above applies to special welding process - temper bead welding, nothing more.

The reason for the restriction is that hardness testing of the temper bead technique with manual GTAW and pulsed GTAW resulted in inadequate tempering. This was based on previous work that was submitted during temper bead review by the Code committee.

Does ASME publish this previous work?

No, but you can search for it using the Internet. Keep in mind that for ASME B&PV Code Case submittals, the party interested in the Code Case provides all of the data in support of the Code Case for review by the committee.
