Our standard is floating DC batteries.
Bseide this, structures of batteries room are isolated floor through insulators and the system is isolated from ground.
Is it necessary that insulation?

No. Possibly a code violation too. NESC 143 requires metallic battery racks to be grounded.

If they are a utility the NESC may not apply. This is an interesting issue, because corrosion can grow and form a high impedance path between the battery terminals and the rack, and because most substations don't have running water, there is a limit on how much washing can be done, and how to dispose of the wash water.
