TEMA Values - rhv2 - Tube side.. what issues does it cause..?

(OP)
I've a question about Tube side tema values. and does it really cuase issues..

if you consider a Heat exchanger diameter 600mm, nozzle size inlet 200mm. if you get tube side rho v2 values does really cuases issues becuase it does'nt on the inlet pipe, most HX the fluid turns 90deg on the inlet and therefore should even out prior to hitting the tubes.. the pipe line velocities are not excessive..
so i cannot see why it is a concern.. (e.g. for liquid service - clean duty..)
