What makes a certain vessel need to be code stamp. Because lots of PV which is contructed based on ASME code is not code stamp. So who and what determined this requirement?

Generally determined by the jurisdiction where the vessel is installed, or by the owners insurance company. See this, for example: https://www.nationalboard.org/SiteDocuments/NB-370...

Note that Sec VIII Div 1 exempts certain vessels, but allows them to be stamped if meeting all applicalble requirements.
