Is there any HAZ in Austenitic Stainless Steel , if not what is theory of it

Yes, there is a heat affected zone as long as the heat from welding results in local melting of base materials, the surrounding base material will be altered in some fashion. For the austenitic stainless steel, there is no phase change with the heat affected zone instead you can have carbides or other precipitates that can impact corrosion resistance.
