If you would use a concrete nail to make a one inch deep 12mm hole in a concrete, how long would it take in your experience (let's say the concrete mix is 4000 psi)?
What strength (in psi) before the concrete nail can no longer be a concrete nail (meaning impregnable)?
And what's make a concrete nail differ from a wood nail? What alloys does it have that makes it harder?

They are generally made of hardened steel, as compared to common nails for wood, that are made from wire or other mild steel.
There are nails that can be driven into high strength concrete (>5000 psi).

I'm not talking about a 12mm concrete nail but a 3mm concrete nail that will make a 12 mm hole in the concrete and 1 inch deep. How easy is it to make such hole?

A nail is the wrong tool to use for a hole as you describe.
For one thing, it's a bitch to drive a concrete nail, absent explosive propellant.
It's also a bitch to pull the nail out, and if you can, it will leave a hole that's conical, not cylindrical.
