As per NACE 0175:A.2.1.4 Para 4
Tubular products with an SMYS not exceeding 360 MPa (52 ksi) and listed in Table A.2 are acceptable in the
as-welded condition. For these products, hardness testing of welding procedures may be waived if agreed by
the equipment user.
A 106 Gr B is listed in table A.2. As it is a seamless pipe so only welding will be spool joining.
So can we conclude that if pipe material is NACE certified we need not to do hardness testing/PWHT to make system NACE complient
(with client approval)

Apart from the fact that there is no such thing as 'NACE certified' material, the answer has to be: yes, if the end user formally approves. This answer applies to every clause in the three parts of the standard.

PWHT will only be avoided a)if the fabrication code allows it, b) because there has been no hardness testing to confirm its requirement. Item b) tends to make end users not approve the waiving of hardness testing.

Unfortunately, the text of the standard states 'hardness testing of welding procedures' which is semantically incorrect - welds are hardness tested, not procedures. It would still be possible to hardness test the as welded surface of a number of the fabricated spool welds as confirmation. If it were me as the end user, that is the minimum I would be looking for.
