ASME Section VIII specifies explosive welding as an acceptable process for contructing pressure vessels, (UW-27, (a)(2)) However, Section IX does not list essential, supplementary, or nonessential variables associated with this process, except for tube-to-tubesheet qualification. Is there any other industrial specification that has essential variables, etc. associated with the process?

Actually, you are referring to the explosive cladding process. Search the internet for how it is done and process controls.
