im setting the design pressure for a cooling medium expansion tank. the cooling medium system serves shell and tube heat exchangers on a gas compression train. the coolers have bursting discs at 10 barg. is there any problems with expansion vessel being designed for atmospheric pressure as its vented to a safe location and normally runs at atmospheric pressure.

Assuming a liquid pase medium, you have to at least consider the hydrostatic head based on the highest point in the system relative to the drum. The minimum operating pressure may also depend on the process temp and the boiling point of your medium. A sketch would be cool because the rupture disk settings sound unusual vs your question, but it depends on function.

It all depends on your service conditions (pressure, temperature) and medium. Is the vessel full of liquid? Is the liquid flammable? Vapor pressure? Boiling point? Poisonous?

"vessel being designed for atmospheric pressure" is not clear what the vessel design pressure is, 0 psig or 14.7 psig?

If the vessel design pressure is below 15 psig, the vessel will not be classified as pressure vessel.
