I have a 6.6kV switchboard with 2 Incomer panels and a Bus section. Both incomers will be supplied from an islanded Diesel Generating station. How do I select the position of the VTs on each incomer, i.e. busbar or cable connected VT?

It would depend a great deal on what you intend to do with the voltages as to where you should derive them.

For instance:
If each incomer is connected with other D.G. then you need to put them in parallel. In this case you need
-at least-one VT on each incomer –before the breaker-and -at least- two VTs in V- on the bus bar[for measurement, too].
