I am trying to determine availability and cost to procure either 17-4PH or 15-5PH in 1.750 or 1.000 inch round or square bar stock. Is this material readily available in the US?

Just remember that you will need to machine and heat treat it all, the cost of heat treating long pieces can be significant.

The annealed properties are very unreliable.
If there is any cutting, forming, or machining to do, then do it on the annealed material.
Then put them through the age hardening cycle.
If there is very little finish work (cut to length only) then you could age it all first.
