Does anyone know what the restriction is for "sum1=V+Nb+Ti" and "sum2=Cr+Mo+Cu+Ni" in line pipe for sour service?

moreover, I want to know that the how much more restrictive these two sums can be; this is for the reason that if they are more restrictive, we may loose many vendors as they cant supply.
I have seen 0.07=V+Nb+Ti and 0.7=Cr+Mo+Cu+Ni in European standards such as EN10216 while in API they are much wider.
