what would be the better material for making a molds for processing phenolic prepregs, it have to withstand above 180c .

It also has to deal with release of water as the phenolic cures, so maybe a one-side mold with a vacuum bag, peel ply, etc. would work better than matched dies.

I think you could use a wooden mold at 180C, depending on how many re-uses you need to get out of it.

I do not know if the book is still available, but "Phenolic liquid resin, hand layup techniques" by John A. Wills in chapter 8 has a section on making molds for Phenolic resins.
