I have a pressure sensor that needs 5 volts, and I have 12 to 13 volts available in the car. Is there a circuit I can put together that can deliver 5 volts.

Use a USB charger? But that might be 4.5V. How much current do you need?

like .1 amps .... it needs to be very close to 5.0 volts, any variation and it throws the reading off

If this device is not specifically for automotive use you may consider some type of input protection across the input. Possibly a Zener diode. You can get some nasty load dump surges from an automotive alternator.

7805 data sheet will have a circuit you can build easily. LM7805
