Hello,

Our company have 2 more site companies, belong to API Q1 managemant system

Our welding standard is AWS D1.1

Are we allowed to share the qualfied PQR and WPS between the companies

Not between companies. If they are subdivisions of the same parent company the answer in most cases would be yes, depending on the applicable codes and contract specification.

Between several contractors on the same site, no.

Al,
Tried to answer a similar question on another forum and after a little bit of (not thorough) research it seems that the "Engineer" can accept anything he wants - unlike other codes (ASME etc)where the actual requirements are noted in the code.

The key is that under the auspices of D1.1 the Engineer retained by the Owner has the latitude to modify the code requirements. The modifications must be included in the project specifications and subject to the Owner's approval. It is not something the contractor can do unilaterally without the Engineer's approval.

There is also the small matter of meeting the requirements of the applicable building code if there is one.

The Engineer (representing the Owner) has to recognize the added liability assumed should something go wrong and there is subsequent litigation. I would expect someone with limited experience would be tempted to accept the additional exposure, but not a seasoned engineer that realizes his insurance carrier may take a dim view of their increased exposure/liability.

There are legal reasons for each contractor using their own WPSs.

AWS D1.1 does not say anything about diffirent companies, but it gives authorization to engineer who certifies/agree no problem

In accordance with D1.1 (2006, it is the one I have handy)clause 4.1.1.1 requires each manufacturer to qualify their WPS.
"Each manufacturer or contractor shall conduct the tests required by this code to qualify the WPS."

Clause 4.1.1.2 doe allow the Engineer to accept WPSs qualified to different standards, but nowhere in the code are provisions that allow different companies to share the same WPSs qualified by testing.
