I have a couple issues I can't find an answer for.
The first is my model and planes are being partially hidden by an imaginary plane that I can't seem to control.
This is shown in the attachment.

Second, what does this mean (!) when displayed near you part file name at the top of the ug window, within the brackets?
For example, below is what would be displayed for a normal part, a modified un-saved part, and then what I'm seeing but don't understand.
[part1.prt]
[part1.prt (modified)]
[part1.prt (!)]

Hi,
For the first issue...either do a CTRL+F to fit or follow the process as per the image attached.
For the second issue...yes some times the symbol shows up if the part file gets modified and needs update (not necessarily though but may be on eof the reasons). For other expert suggestions you can refer to a old post (i guess there was one simmilar query some time back)

Fot the cut part, press F8 button on your keyboard.
For exclamation, NX advise you that this part has something out-of-date, for example interlink part expression or wave geometry link or drafting views or part list or something else.
Solution tool-update-update external etc....
