NACE MR0175/ISO 15156-2 allows the use of welding consumables and procedures that produce a deposit containing more than 1% mass fraction nickel upon successful weld SSC qualification by testing in accordance with Annex B (A.2.1.4, last par.) Does NACE MR0103 allow these consummables and procedures upon successful testing? The reference to filler metals, that I found, is Par. 2.2 of SP0472-2010 and it only allows Carbon Steel filler metals.

MR-103 does not have specific restriction on maximum nickel content for base metals and welding consumables.
However for C-Mn steel, addition of Nickel tends to increase acicularity which could negatively affcet the hardness of C-Mn steel. However C-Mn welding consumable alloyed with Nickel, are typically classified under "G" category in AWS/ ASME 5.5, with the maximum "Ni" limit restricted below "1%". These consumable are accpetable subject to Sec-IX and MR 0103 procedure procedure qualification requirements.
