If a welder is qualified to weld on CS, can he weld SS materials? Please guide where can i find the answer to this?

See ASME Section IX QW 423.

The short answer is that per ASME Section IX (the code, as well as me, lol) a welder qualified on 'carbon steel' (P1) is also qualified for P-No. 1 through P-No. 15F,P-No. 34, and P-No. 41 through P-No. 49 (stainless steels include P8).

Having said this:

The welder is restricted by QW 451.1 as well as other process limitations, as stanweld has indicated.

If the F number does not change and if the welding process does not changes, and if the positions do not change, and if the diameter is within the permitted range, and if the pipe wall is within the permitted range, and if the applicable construction code allows it, the answer is "yes" per ASME B&PV Code.

There are a few if's and wherefores that have to be checked first. Remember what the letters in ASME stand for: Always, Sometimes, Maybe, or Except.
