ASME design from Chinese supplier to chinese market

ASME design from Chinese supplier to chinese market

ASME design from Chinese supplier to chinese market

(OP)
Hello,

we found a Chinese company building pressure vessels and all equipment around for us. We deliver the drawings and the know-how and they will build them. The vessels are only for the Chinese market, but as we are responsible we design in ASME and asked them to build in ASME. I know that ASME is accepted in China, when the customer agrees and the vessel supplier is from outside China. This company tells us, that as they are Chinese and they deliver for us to a Chinese customer, they has to build in GB150. Is it true? Anyone who has a link from internet to prove this statement? or some Chinese with experience in this?

RE: ASME design from Chinese supplier to chinese market

Hi.
If your vonder is a chinese company, and the vessel vill be used in china, the vessel should be build in GB150,you can read the
TSG R0004<supervision regulation on safety technology for pressure vessel>.

Hello tedchen,

this document is new to me and very interesting. Still, I know, that China accepts ASME. There are several companies in eng-tips which deliver to China with ASME and have no problems. We, as a european company can build vessels with ASME and deliver to Europe, so why can't a Chinese company not deliver to China with ASME ? Is the Chinese market that strict?

RE: ASME design from Chinese supplier to chinese market

The translation between English and Chinese seems to be the culprit. The Chinese fabricator can build the equipment in accordance with ASME code, provided ity complies also with their safety regulations stipulated in their code, GB150. There are no essential differences, but you need someone expert in both codes to identify those differences related to the specific design. Remember, importing ASME vessels in China is easy, provided you prove compliance with specific requirements in GB150. Conversely, you can import Chinese equipment in US, provided they also comply with ASME code.

RE: ASME design from Chinese supplier to chinese market

Hi silje:
The ASME CODE vessel can be used in china, but the manufacturer must be an outland complany, and the vessel must to meet the basic requirment of chinese law 《进出口锅炉压力容器监督管理办法》,sorry i can,t find it's english version.
In before time, the chinese manufacturer export the asme code vessel then import it to make sure the vessel can be used in china.
May be sometimes the chinese manufacturer also can make the vessel to meet the requst of both GB150 and ASME,because the ASME material is will be accepted be used in GB150 vessel(though the process of approval will be long and difficult).and supply 2 quality documents, 1 for chinese goverment,1 for the client,it will be a hard work too.
if your vessel will not be used on the china sea(if it will be used on the china sea,all the chinese supervision will not be applicable)and your vendor is a chinese complany,i think the best method to solve this problem is to allow them useing the GB150 code.

Hello,
I think, I will propose to my company to adapt GB150 and try to learn to work with this. The Chinese supplier is for sure more familiar to this than to ASME. So it makes sense.
For all who are interested in this, I wrote to the ASQIQ in China to Mr.Jun (lijun@aqsiq.gov.cn). He was very kind and answered immediately, if you forget about the time difference.
Here is his answer
Dear Sir,

The domestic vessel manufactures must fabricate vessels which will be used in China according to mandatory regulations and standards such as TSG R0004-2009 and  GB 150. For some special vessels which is not covered by GB 150, it is the manufacturers' responsibility to choose appropriate solution to fabricate their product. In you case, if the sterilizer can't be covered by GB 150,the manufacture can use appropriate standard to build vessel.  In any case, the mandatory regulations TSG R0004-2009 must be complied.

I interprets it as, we are allowed to use ASME, because we can't work with GB 150, we have to use another appropriate standard, as the ASME. But it is very important to prove that we work according to TSG R00004.
So it is allowed, but if it will be easy to convince the authorities that we comply to TSG R0004 and to perhaps we have to prove why we can't use GB 150.

I am still interested in this issue, so please don't stop to write about your experience. It will help others, too.
Thanks Silje
