I need some help determining the acceptable limits of porosity in B31.3 normal fluid service.

Criterion Value Notes for Table 341.3.2

D Size and distribution of internal porosity See BPV Code, Section VIII, Division 1, Appendix 4
E Size and distribution of internal porosity
For T w ≤ 6 mm (1⁄4 in.), limit is same as D
For T w > 6 mm (1⁄4 in.), limit is 1.5  D

Im having trouble interpting what this means and the code it need to reference to.

The code this refers to is ASME B&PV Code Section VIII, Div 1, Appendix 4. Appendix 4 is titled

MANDATORY APPENDIX 4
ROUNDED INDICATIONS CHARTS
ACCEPTANCE STANDARD FOR
RADIOGRAPHICALLY DETERMINED
ROUNDED INDICATIONS IN WELDS

If you don't have Appendix 4 of the code you have a problem.
