Good day!

Is there any case that overlapping of welds is permitted by ASME or any code? For example, overlapping of fillet welds of saddle reinforcing plate to the shell circumferential butt welds.

Overlapping of welds is not prohibited. If is desirable to avoid having overlapping welds because of overlapping heat affected zones in base and weld materials. I would always to try to avoid it.

Just a thought:
Common sense tells us to complete ALL the NDE requirements on the Butt Weld (and any weld repairs) before you start the Fillet Weld.
