Does anyone have any recommendations for how to penetrate a SCIF wall for a govt. project? Will a dielectric union be sufficeint, and are there good products for large pipe, 4" & larger?

We always had to do these with a CPVC penetration. We would put a grooved coupling on each side of the wall and put a small CPVC section of pipe between the couplings. For larger penetrations, we would split it and make (2) 3" cpvc penetrations.

That is exactly why we were told that we had to do this arrangement. That is why they go through the wall with CPVC.

Per the UFC 4-010-05, 3-5.8.2 - "Sprinkler pipe shall be provided with a UL Listed dielectric union inside the SCIF perimeter adjacent to the penetration, or ground the pipe within 6" of the perimeter penetration using a no. 4 wire to the building ground."

Does anyone have a recommendation for a UL Listed dielectric union 4" & larger?

Say, thanks for that UFC reference TommyMFP. That's something productive that I can share with my client. I'm going to search the UFC for applicable refs for control and power wiring.

Yeah. We were never able to find a 4" or larger dielectric union listed for FP service. If you find one, please post a link for it for future reference.

Have you ran into the issue of chemical compatibility between the cpvc and steel pipe? I was under the impression that you could no longer mix and match cpvc with black steel pipe.

You just have to have all of the compounds and such be compatible with the CPVC material listings. The biggest problem was cutting oil. All of the oils commonly used now are compatible with cpvc. Also, we make the transitions with grooved adapters. It was easier and cleaner since you are going to have grooved piping anyway.
