R value for a reinforced concrete frame structure

This is a 1920s reinforced concrete moment structure in Seismic Design Category D.
In the other direction, it has masonry infill between the columns and beams, however in the direction I am working on, there is nothing resisting seismic shear except for the concrete frame and the steel moment frame(s) we are installing (either intermediate or ordinary). The frames will be able to withstand at least 25% of the ASCE7-05 seismic loads.
My question to you is: what would you use for the all-important R value?
