This is a 1920s reinforced concrete moment structure in Seismic Design Category D.

In the other direction, it has masonry infill between the columns and beams, however in the direction I am working on, there is nothing resisting seismic shear except for the concrete frame and the steel moment frame(s) we are installing (either intermediate or ordinary). The frames will be able to withstand at least 25% of the ASCE7-05 seismic loads.

My question to you is: what would you use for the all-important R value?

It depends what your goal and purpose is for installing new steel moment frames. There may be better resources than ASCE 7-05. Not much if anything built in 1920 considered earthquake forces. You might want to look at the following publications (the FEMA documents are free):
