I'm not sure what you are asking. Pipe shoes are usually specified or called out on piping that will be insulated (depending on the design temperature and the amount of growth expected, I've also seen insulated lines simply sitting on the structural steel with the insulation coped to clear the steel, I'm not crazy about that method because you get cold spots where the insulation is coped). Bare piping typically simply rests on the pipeway structural steel horizontal members.
