In order to certify the equipment (valve+actuator) with SIL level 2, i can show to TUV the two certificates (one for valve & one for actuator) or i need a new certificate of the assembly?

It's completely possible to make a useless system from perfectly good components, so you need to certify the overall system as being SIL 2.
