I'm working on a hanger clamp for pipeline riser. Previously, I've been using API RP2A WSD. However, problem comes up when I to add a doubler plate in to welded tubular T-joint between the clamp and platform chord. And to apply this code, the doubler plate must be assumed to cover the whole chord section (which make it become a new section with different dimensions).

I want to ask if there is any recommended code/document for calculating doubler plate's strength.

That sure says a lot. Now, explain what you said in regular people (engineering) language. Provide a sketch (or several views) with dimensions, material thicknesses, loads, etc., so we can see what you are talking about; you know, the info. needed to address the design. The various codes like API are usually pretty prescriptive, and many times there is a work-around, once you understand their original intent. So post that part of their code too. Whether they will buy your solution is another matter, but you might gain considerable confidence that your solution is safe and reasonable. As your OP stands, only someone else doing that exact problem would understand what you are talking about.

And sorry for lacking of information. I'll try to update every necessary things when I'm at work tomorrow (cannot bring anything home).

I'm not sure what you're referring to, but when I think of a doubler plate I think of reinforcing the web of a member for shear, especially where a moment connection between two members (such as your T) is involved. There is plenty written about doubler plate strength in AISC Design Guide 13.
