Anyway to make an offset MIN style dimension

In my company there are people that draw a model to a mean value, then in drafting call this mean value a MIN dimension. So if the dimension should be 1.005/1.000 they would write 1.0025 MIN. Sometimes they do replace the dimension with dumb text to say 1.000 MIN, but if the model changes then this value can change without them knowing it. We also have to use LIMIT style dimensioning as well. I would like to know if there is anyway to offset a NO TOLERANCE dimension so that I can use it as a min. I was thinking a upper and lower value limit dimension and deleting the top value, but had no luck.

I would model it according to the mean value of the dimension and show both values in the expression like this example:
p1 = (10.005 + 9.998)/2
You can also add a comment to the expression stating if it is a MIn, Max, or nominal dimension
