Viewing/Exporting NX Arrangements to Teamcenter

We are looking at a 3rd party software to view NX assemblies outside of NX to do manuals and technical documents. The biggest issue I have is the ability to see the arrangements inside of TC. Do arrangements have to be manually exported to TC in order to see them? I have pulled up multiple assemblies that contain arrangements inside NX and they are not visible inside TC. The GUI says "The root assembly has no associated arrangements", why is this?

Is the NX customer default "Teamcenter Integration for NX, General, Assembly, Synchronize Assembly Arrangements" enabled? (and the assemblies saved after that default had been enabled)?
