Does it really require, if a cylindrical object is welded on a plate (or with a cylindrical object) to give all around weld?
Isn't it implicit?
Is there any discussion about this in the ASME weld standards?

"3.10.2. Circumferential welds. Weld extending around the circumference of a pipe are excluded from the requirement regarding changes in direction and do not require the weld-all-around symbol to specify continouos weld."

"Implicit" = ambiguous.
The fact that you had to ask goes to show the possibility for misunderstanding.
No one will not understand "all around" in your example.
