Can we consider a reinforcement for a leg in a pressure vessel as a pressure part???

A leg reinforcement is not a pressure part. Only items which make up the "pressure envelope" are considered pressure parts (vessel shell, dished ends, cone ends, nozzles, pipe, flanges, blanks etc). What is your concern? That additional calculations or documentation or certification are required?

The leg itself (& reinforcement) would need to be looked at as a structural part so may need calculation from a structural strength point of view.

My two cents;- if the shell is overstressed at the junction with the leg(s), then obviously you need reinforcement. Use a reinforcing plate welded to the shell, to spread to loads affecting the shell and weld the leg to the reinforcing plate. This reinforcing plate becomes part of the pressure envelope ready to resist internal pressure and the external loads applied to that area of shell. The sizing of the reinforcing plate is done in accordance with pressure vessels code (ASME, PD5500, WRC, etc.). The leg itself is not a pressure resisting part, but the shape of the leg at the weld point is important for the stress calculations. The size of the leg is obviously a structural calculation.
