Section VIII, Div. 1 pressure vessel constructed using SA516GR70 (P1) material. Thickness is 1".

I will machine a 3" wide 3/16" deep groove around a 10" opening in the shell. Machined out groove will then be weld restored using Type P4 weld

A 14" Dia - 1/2" wall carbon steel (P1) nozzle will be welded to P4 weld restored area using P1 weld.

Is PWHT required?

Why are you using a Cr-Mo weld metal on carbon steel? Is this a weld inlay for corrosion or erosion resistance?

I have never heard of a Type P4 weld.

Whatever it is, if the original fabrication called for PWHT then you probably need to do it again. Remember that PWHT is often done for reasons other than Code rules.

The P4 weld no. weld overlay is applied for erosion/corrosion protection of the portion of the vessel wall that is internal to the pipe and to maintain protection internally at the nozzle to vessel wall juncture. The nozzle will have an internal CrMo liner that will also act as the backing bar for the nozzle to vessel wall weld.

Follow the rules in Table UCS-56 for corrosion resistant weld overlay.

I still don't know what Type P4 weld is. Or P1.

Dear PMCap! According to ASME SECTION VIII Div.1 (UCL-34(a)), you don't need to perform PWHT if you preheated upto 95oC before applying the first layer for P4 Weld. In your case the PWHT governing criteria is Base Metal thickness which in your case is 1" (25mm).
