API 617, Governing Thickness for Impact Testing in relation to ASME Section VIII

(OP)
API 617, Par. 2.2.1.15.5 states that all carbon and low alloy steel pressure containing components shall be impact tested in accordance with Section VIII, Div. 1, Sections UCS-65 through 68 or equivalent standard. Further in the paragraph, the note lists the governing thickness requirements used to determine impact testing. Do these thickness requirements supersede the requirements as specified in UCS-66?
