Hello All,
I am looking for thoughts on the use of NBIC on a new U stamped vessel. The vessel has never been in use and is still at the shop. We have to change a coupling due to threads being damaged. (after hydro) My thoughts is that this should be a NCR. But my AI wants to use NBIC and a R1 (not routine) Any thoughts would be great.

Remember that once the hydro is complete, the name plate is stamped and the data report is signed the "New Construction" phase of the vessel is over. The NBIC now becomes the applicable code for all "Post Construction" activities - your AI is right to request that an R-1 be completed for changing the nozzle.
However, if you do not want to provide your customer with a new vessel that has been repaired and has a repair nameplate attached and the vessel is still in your shop and has never left your possession and the data report has not yet been filed with the National Board, I think that it would be legitimate to ask your AI if it would be acceptable to him to obliterate the existing vessel nameplate and the data report, replace the nozzle and then perform another inspection and hydro per Section VIII. You and he would then sign and date a new data report with the new hydro date as well as apply a new stamping to the vessel. I would also generate an NCR to document the steps that you would take. Discuss it with him (or her) but I see no reason that this would not be acceptable. The only reason that this option could even be considered is because the vessel has never left your shop.

The customer is fine with the R tag so that will be the step that we run with. Due to the size of the vessel 14'dia. 87'tall another hydro is out. I will also do up a NCR to also track the work.
