Is it possible to calculate the time required to pressurize a container with air, given its volume and the inlet diameter and flow rate?

Yes, it's possible.  In the simplest terms One vessel volume will raise the pressure by one Barg (14.7 psig)  so if you know the volume and the inlet flow it's a simple calc.  There are other factors just depends how accurate you want to be.

from ideal gase equation ( if applicable depending on the pressure) P-final x v-final = m RT

v : specific volume could be calculated.

by calculating the vessel size you can get the total mass ( M) of air charged into the vessel.

Assuming steady flow conditions Time = M / ( rate of flow)
