Design and build contract

Design and build contract

Design and build contract

(OP)
Hi

I moved to new job in a client representative team for several projects in which we are having a design and build contract for non-conventional project that requires specific specialty, the issue is that the design and build contractor is just keeping disappointing everybody with his work quality and design mistakes although he is having an overseas specialist subcontractor for the design.

The question is that for such type of contract:
- Should the contractor submit for us all the materials to be used in the construction for our review and approval, or that is his and his designer responsibility while we just receive them as a reference and request the submittals for our approval for the items that we just want such as finishing items and some selected technical issues?

- In general what is the client representative role for such design and build (Turnkey contract) other than conducting periodic followup meetings and coordinate with the designer regarding our required design parameters?

Hopefully I had explained the situation enough
Thanks and Regards
