for hooks in column ties, has someone tie the hooks together with wire for more (additional) strength or do you think the wire would be negligible?

Wire is of no consequence....doesn't help strength.

imagine during earthquakes one of the hooks is opening outwards, a wire holding it to the other end of the hook can resist it, why not?

Wire is just for tieing reinforcement together before and during concrete placement. It has no structural benefit thereafter. If you want to depend on wire holding your concrete structure together during an earthquake, I suggest you find another job.

Of course I know wires only hold stirrups and bars but when you are talking of hooks and putting 2 wires wrapped around the hook ends, they become very strong and this can prevent the opening of the hooks and ties during critical phase of the earthquakes when any small restraining can help. Refute this.
