Do we need to supply and exhaust air to/from wet well at the rate of 12/30 air change to meet the requirement of NFPA 820 or just supply outdoor air.

The purpose of the 12-30 ACH is to vent dangerous or explosive gases somewhere, so yeah you want to make sure the air goes somewhere.
