Development lengths for #14, #18 headed bars

Development lengths for #14, #18 headed bars

(OP)
Hi, all,
I need to come up with development lengths for #14, #18 headed bars, as you all know, there is no guidance on how to calculate anchorage strength for #14, #18 bars in ACI 318-08. The equation is limited for small headed bars and with a lot of restriction.

However, CALTRANS has used #14, #18 headed bars in their projects for many years( including BAY BRIDGE), I believe bridge engineers from CA must know about this.
I searched online, and found no published criteria from CALTRANS.

Does naybody know of any memos( anything on paper) from CALTRANS as how to calculate the anchorage strength for large headed bars( #14, #18).

Thank you
