If you enforce NFPA 25 then you should be doing and or requiring the test as it is a NFPA 25 requirement. What I see being done is the backflow test required by the plumbing code and or health regulations. I do not see this test being enforced on a regular bases,not sure why.

Easy. They now worry about rainwater collection and greywater systems because that's the latest, perceived hazard to potable water supplies. It's all about the latest trend in backflow preventer world.
