What is the typical approach for providing relay control house fire monitoring through SCADA? Are there any kits that are commonly used in stations?

Typically the use of a single station hardwired detector with a dry contact closure is all that is used. An input signal from your SCADA equipment at the control house would be used for wetting the contacts. This signal would be an individual trouble signal reporting to a central data collection location or system controller location. Of course this assumed 24/7 manned control.

If this application is not 24/7 manned control/system monitoring, you should probably consider a simple commercial fire alarm system with zone type configured devices that would report to a service company.
