We have two separate 15kV feeds running into an electrical vault. The conduits run parallel to one another but they will feed two sides of a main tie main lineup. Because of the way they came out of the source vault, they need to cross in order to land on the proper load interrupter.
We would like to land the feeds on an enclosure, cross them inside the enclosure and then pipe the rest of the way from there. However, I am having a hard time finding the right code guidance for whether or not this is allowable.
Any assistance would be greatly appreciated.

Good design would be to not design a single point failure into the system. Why have Main-Tie_Main if both supplies may go down due to an arc or fire in the vault? That is a low probability event which may present an acceptable risk.
One way to provide some protection is to wrap the cables in the vault with fire proofing tape so an arc or failure of one circuit has less chance of affecting the other cables.
