We have a supplier that completed an air bubble test on tube to tube sheet strength welds instead of the specific Helium test as required by client.
My question is other then it being required by the client is this required per ASME?
If the helium test is performed after the tubes have been expanded will it be beneficial or perhaps cause more harm then good.
Looking for corrective actions to take.

Helium is usually introduced at a low pressure, I would not expect it to be beneficial nor harmful to the tube, tube sheet or joint, hence NDE.

I general it is not required by the ASME code, though there are exception.What code sections are you working with?

HE testing is very sensitive a good weld will allow HE to pass through it.. Have you procedures and acceptance criteria defined up front, and hire a good NDE firm familiar with this method.

These exchangers have been completely assembled.

For the exchangers mentioned I would doubt that you need the more stringent HE testing.
However, I think you have an obligation to your customer to have him waive that requirement.
