i have an existing concrete structure with some members have exposed rebar due to spalling. what's the correct wording to patch this concrete.
is "patch with epoxy grout" ok?

It is a lot more complicated than that. Rather than the rebar being exposed due to spalling, the spalling is probably due to corrosion of the bars. The cause of the corrosion and spalling needs to be investigated before repairs are specified.

Whatever words float your boat. "Repair with...", "Patch with...", "Remove unsound concrete, replace with..."

delagina...hokie66 is correct. You can't just say "patch with epoxy grout". It would be inappropriate to specify such without doing an adequate investigation to determine cause and to provide an appropriate remediation to address the cause and effect.
