Section 1613.1 of the 2010 Building Code of New York State, derived from the 2006 IBC and referencing ASCE 7-05, allows you to determine the Seismic Design Category of a building using either Section 1613 or ASCE 7.

When New York adopted this code they changed the hazard maps from those in the 2006 IBC to updated 2008 versions. However, ASCE 7 uses the older hazard maps (since the reference standard is ASCE 7-05, the 2008 maps did not yet exist).

Is it the intent of the Code to allow you to choose which map to use to determine the SDC or is this an oversight in the Code? Choosing one map over the other can affect SCD in certain cases.

Presumably in other states the maps in the IBC and ASCE 7 would be the same but this is not the case in New York.

Any insight would be appreciated.

Our practice is to use the NYS published maps to determine Ss and S1, then use ASCE7-05 for the equations and tables to select SDC.
I was just comparing the maps, the NYS maps don't quite match those in ASCE7-10 either. Close but some variations, so they really have an odd offshoot. Hopefully the next state update will get things back into sync somewhat.
