Can a WPS/PQR qualified for Groove be used for overlay

GTAW P8-P4 with ER347 used to make groove. Overlay will be made with ER347 to P4 material. My understanding is that the testing was performed in accordance with Sec IX QW-453 (four bend tests) and I dont see any conflict with the essential varibles. I say you are good to use this WPS on overlay but others seem to disagree. If you have any insite with reference please let me know.

See Sec IX QW 256.1 for variables applicable to weld overlay using GTAW. See QW 453 for test requirements.
