seems both B31.1 & B31.3 cover piping systems with steam , what determines whether a system is designated B31.1 0r B31.3 , does the fact that a small packge boiler is present in a piping system make it fall under B31.1

B31.1 is Power Piping, whereas B31.3 is Process Piping. While both qualify as Pressure Pipes, they differ per ASME B31's definitions:

Power Piping - piping typically found in electric power generating stations, in industrial and institutional plants, geothermal heating systems, and central and district heating and cooling systems.

Process Piping - piping typically found in petroleum refineries; chemical, pharmaceutical, textile, paper, semiconductor, and cryogenic plants; and relation processing plants and terminals.

So where the system is used is the deciding factor of which code applies.

If the boiler is to ASME Section I, B31.1 is used and defined where requiired. If the steam generated from the boiler is used in Process plants, the piping downstream of that required to be Boiler External Piping may be designed & constructed to B31.3.
